bug: no option to redelegate LPT after undelegating.

A call to action to redelegate undelegated LPT should appear at the bottom of a user's delegating view below. This also seems to be an issue with the wagmi cache.

@rickstaa does the description of this issue imply that such a CTA banner already exists and isn't displayed correctly, or that it still needs to be built?
