Add padding on mobile mode for treasury and governance cards

Describe the bug

The status indicator of the card is too close to the title

To Reproduce

1. Go to https://explorer.livepeer.org/voting and put screen on mobile mode.
2. Same for https://explorer.livepeer.org/treasury

Expected behavior

There should be reduced padding on the card on mobile view so the vertical spacing between the status indicator and the title have appropriate space.
