Unnecessary duplicate python files/libraries installed

Our CMake is installing the Spheral python files and libraries twice. Once in .venv/lib/python3.9/site-packages/Spheral and again in lib/python3.9/site-packages/Spheral. The second install is unused and should not occur.

Standard python package install location should be lib/python3.9/site-packages/Spheral. The reason it is installed twice is due to Spheral also building a virtual env which is non-conventional. Removing the conventional install director could hinder external users who may want to import a spheral package into their own python env.

Hey @mdavis36 !! I didn't realize you were still keeping an eye on things! Thanks for the info. Would it be possible to to build the virtual environment directly from the build instead of installing it all twice?

That would be ideal, if the env could symlink to the install directory. I feel like I had issues, but I'd give that a go first
