Update external docker build from 3.8.10 to 3.12.3

This is needed in order to advance compilers and other supporting build systems in order to work with later versions of spack.

ToDo

• Build with gcc 13.3.0 which is base compiler for Ubuntu 3.12.3
• Build image with openmpi instead of mpich (needed to remove enforcement of gcc lto checks by mpich since these check break builds. mpich may be re-enabled when supporting implementation can correctly build with it)
