Variorum-API annotated reference benchmarks

Create a folder in variorum codebase with reference multi-node multi-GPU benchmarks.

Add 3-4 benchmarks or workflows that have been annotated with Variorum for testing scalability and overhead, and also for our users to adapt/derive inspiration from.

Add benchmarks with examples of power capping, power monitoring showing data aggregation etc.

Some suggestions:

Memory:

• STREAM
• SpMV

CORAL-2 benchmarks with GPUS:

• Quicksilver
• LULESH

Workflows:

• E3SM
• LBANN

Similarly, add example benchmarks with Kokkos and Caliper.
