• Variorum major release v0.9

  Upgrading this from a minor to a major release. The original minor release was planned for updating documentation for v0.8, but the goals have changed. - Update Kokkos, Caliper and LDMS integrations - Add support for GPU energy usage with JSON/print APIs on NVIDIA, AMD and Intel GPUs. - Support a choice between delta from the first call versus previous call in `variorum_get_energy_json` API to support nested calls. - Documentation update for v0.9. Includes updates to the RTD website/docs for Variorum and adding v0.8 changes. - Some internal cleanup issues.

• Future Work/Help Needed

  Here's a list of issues we're not able to address at the moment due to lack of resources and funding. Seeking help from community on these. Will revisit in the future as time, resources and funding permit.

• Research Work: Create an msr_core "dev" interface

  We want to have a "5%" interface for developers who, in this case, want to manipulate MSRs directly but still want a nicer interface than that provided by msr-safe. The "95%" interface is contained in `include/variorum.h`. Perhaps we could add a `include/variorum/Intel/msr_core.h` as another result of the installation process. The external functions in `msr_core.h` would have to have the common `variorum_` prefix.
