Some minor improvements; structure, GDPR, etc.

Some minor suggestions for improvement:

• Add a hint (title attribute) when hovering over the various response types, something to the effect of "Yes", "If need be", "No". I know there's a "legend" just above the responses, but it can be scrolled out of view and I think people are more likely to notice if it appears when hovering.
• Default to not using CDN like fonts.gstatic.com for font resources and instead serve them locally. This is, in particular, important for GDPR.
• Allow for easier customization of the footer, welcome page, and menu.
• Add a "Credits" page with a menu link, where information about RALLY, links, credits, and so on is gathered on one combined page. I think it's far more likely that advocates of Open Source will leave such a page intact and not "re-brand" or "customize" it.
• Allow for color customization, and add support for Dark Mode.
• Allow for a cookie disclaimer (and customization of it) since the solution uses cookies, at least according to the various tools I've used with it.

I'd be happy to contribute, but I have very little experience with this particular development platform.
