MIMD 0010 - Clone accounts on getAccount and getMultipleAccounts

Proposed idea

Extend cloning behavior to getAccountInfo and getMultipleAccountInfo.

Benefits

This change would enable several improvements:

• Eliminate hydration on restart. We could restart with only the delegated account; all other accounts would be re-fetched as requested.
• Make JIT cloning fully transparent, as fetching or viewing an account (e.g., in the explorer) would automatically refresh it, for example immediately after a delegation
