Feature Request : Make singleton section true scoped to a class/category of sections

Example : I have a navbars category of sections.
At the moment singleton: true enforces a single instance of a section_type per page.
However I might not want someone to add two different navbars on the page too or two different heroes.
Something like:

singleton: 
     scope: "navbars"
```
