Description
in addition to node requirements (implemented in core.helpers.check_requirements), user should be able to specify requirements on the record, e.g. 'has task x completed'
rename core.helpers.check_requirements to core.helpers.check_node_requirements and add new helper function core.helpers.check_record_requirements.
