have a separate menu item that chooses the "main" tagset

add choice-list into the download+merge dialog that

has an item "don't assign any tags"
has a list of tags from the "main" tagset

if some tag is chosen, and snapshot merge is done, the "Singleton B" spots will be also tagged with the chosen tag
(from the "main" tagset).
