updates rules from Rules.xml not reflected on the application

What steps will reproduce the problem?
1. Modify rules.xml to add one custom rule
2. Open Autoproxyswitcher
3. check the different options available, only the "Netowrk Names" from the 
modified rules.xml should be dipalayed

What is the expected output? What do you see instead?
Only the "Netowrk Names" from the modified rules.xml should be dipalayed
Seeing the default installation list of proxies/network rules available

What version of the product are you using?
1.1.6.29586

What operating system are you using ?
Win 8
