In #68, we added a /metrics endpoint. Now what can we do with it?

Get watchdog to scrape it Monitoring for cht-user-management instances cht-watchdog#144
Get the API Server dashboards to work with it (standard express metrics)
Create a custom dashboard that shows some specifics
