275: Update version for the next release (v0.13.0) r=bidoubiwa a=bidoubiwa

Update version to v0.13.0

Minor is updated as a bug was fixed on the visual but since it could have been fixed with the CSS of the user, a conflict between the CSS and the bug fix could still generate a rendering issue
