Removed outdated packages to avoid ambiguous local universe build issues

The dse and hdfs packages both have their minDcosReleaseVersion set to 999. When trying to build local universe with these packages, the build fails with a vague error message ("cannot find package") and exits. Instead, these packages should either be removed from the repo or the local universe build script should warn you not to use these packages, or just skip them altogether.
