Highlight "metadata suggester" tab when there is one (or more) suggestion

This is for the new "metadata suggester" tab on the submission portal. Right now all icons are grey, and maybe this icon could turn blue (or another color) when there is one or more suggestion for the user to review ? Another option would be to have a moving thing (like a circle zooming in on this icon, or something like this) to draw attention, but I think coloring would likely be more intuitive ?
