Who owns the Adaptive Cards Designer?

I am a Principal Designer new to Microsoft Teams and have a few updates I would like to make to help our partners better design and validate their cards across multiple endpoints.

For example:

• Adding Android and iOS options for viewing that pulls accurate host configuration styling
• Adding endpoint specific emulations for the various sizes/widths
