Issue while creating multiple test suites

When I provide multiple test suites as input to create test suite using MCP server, I get following error in some of the test suites:

Error creating test suite: TF26071: This work item has been changed by someone else since you opened it. You will need to refresh it and discard your changes.

and test suite creation fails.

I am guessing this is a transient issue. I was able to go in and create 5 suites on a plan with no issues.

I take that back, it does pop up. Investigating.

This is a concurrency issue. The plan gets updated every time you create a new suite. If you try to create to create many suites in parallel, you will get an error. This is by design. I added some concurrency logic in #844 that will fix this to a point. The more suites you try to create, the more retries you need to do. Eventually, if you try and create too many at once, the retry logic will timeout.

A better and safer approach is to just ask the LLM to pause 1-3 seconds between creates. That should fix it.
