### Description This PR adds [Microsoft's Phi-3](https://azure.microsoft.com/en-us/blog/new-models-added-to-the-phi-3-family-available-on-microsoft-azure/) models to the model builder. Warnings have been added for Phi-3 small and Phi-3 vision regarding their current limitations. ### Motivation and Context "Phi-3 models are the most capable and cost-effective small language models (SLMs) available, outperforming models of the same size and next size up across a variety of language, reasoning, coding, and math benchmarks." --Microsoft
