[Automation - BUG] Proceeding to generate AI enhanced story doesn't return anything

Describe the issue

In the Business value capture app, after entering and saving text content for the five sections, I click "Proceed" and a progress spinner appears. After several minutes and numerous and repeated jokes and hints, the spinner continues to spin and no AI enhanced story is returned.

Expected Behavior

After entering the required content, an AI enhanced story should be generated.

Steps To Reproduce

1. Open the Business value capture app
2. Click "Go"
3. On the "Your solution, your story" screen, click "I'm ready to get started"
4. Click the "Business value capture card"
5. Enter text in the story title field and all five sections, clicking "Save" to preserve the content.
6. Click "Proceed"
