Add an option to API service to reply with the data that would have been sent as a webhook #40

Description
Currently webhook can sent a sample data to the registered endpoint.
As an improvement when implementing webhook handling - add option to send the sample data back to the user in the reply. This will improve user experience when creating Logic Apps for handling webhooks triggered by RAFT
