Dev Container is not starting locally

Describe the bug
I try to run dev container locally. I have allocated 10GB of memory to WSL and Docker.
But connecting to Dev Container is running now for 2 hours. This cannot be right.
What am i doing wrong.

I often have this problem with Dev Container and by know i start to avoid it, which i would like not to - if i knew how to do it right.
Here the terminal process where it seems no to move forward anymore:
