Project Specific settings for black -formatter

Anyone facing issues while configuring black-formatter by means of virtual environment.

I know I can do it by enabling extension , but I wanted it to be project specific , like depending on the settings defined inside

.vscode/settings.json

most of the times, the settings confs are greyed out.

Could anyone fix it ?
