Remove SE visual cues and functionality from PRE-RELEASE ONLY

• Auto-open markdown file for all users ONCE on extension update
• After a month in pre-release, remove the markdown file

@claudiaregio Can you help me understand this? The issue is still open, and the title says ‘PRE-RELEASE ONLY,’ but the SE removal is already live in the stable version. How is that possible?
