.NET: New file command not asking for project to add it to

Describe the Issue

.NET: New file command currently adds file at repo root, should ask user what project they want to add it to.

Flow should be .NET: New File -> Drop down file template options -> user selects -> drop down of projects available in workspace -> user selects project to add it to
