Release mlcommons inference submission tools as a Python package

The Python code inside the "tools/submission" directory like log_parser and submission_checker are useful to be imported into other Python codes and this process can be simplified if they are released as a Python package. I'm not sure if we should do a separate package just for the submission tools or one common package for the inference-src which will include the accuracy related tools too for all the current inference benchmarks.
