I just randomly stumbled across this project, and it is exactly what I've been wanting for a while now. I've been meaning to make this exact tool myself.
I've lost count of how many times I've wished Windows hadn't just BSODed or rebooted, or that it had an actual ability to restore everything after reboots (beyond it's broken "Restore previous folder windows" that rarely works), particularly with W10's notorious updating massacre, wantonly rebooting at will without warning.
But even further useful is the ability to quickly "switch gears", swapping out entire project/explorer/folder/window layouts when needing to work on something else. Virtual desktops is insufficient for this, as you'd still have the problem of needing to restore each desktop manually after rebooting.
Anyway, just wanted to say brilliant idea, I'm glad you've shared this, and I'm looking forward to using and contributing to it going forward!
