Motivation:

Twice per year we want to test if backup to tape system from prm is working
Twice per year we need to check with all group -owners if the list of members and dms for their groups on the HPC cluster is up to date.
This is a reminder to create a story for that in the sprint each May and October.

ALternative: do this in the week the UMCG emergency power test is scheduled.
