Add support for local certificates for Windows #264
Description
In #251 it's being proposed to add support for SSL certificates (opt-in) to moodle-docker.
The solution proposed there lacks Windows support, and hardly will get it there, so this issue is about to be able to implement exactly the same than the original PR, but for Windows.
Feature parity, basically.
