file pan not found

What steps will reproduce the problem?
1. start jspin.jar
2. file->open->count.pml (or another file)
3. press "verify"

What is the expected output? What do you see instead?

bin\spin.exe -a count.pml ... done!
c:\mingw\bin\gcc.exe  -DSAFETY  -o pan pan.c ... done!
E:\SPIN\jspin\jspin-examples\pan  -m2000 -X ... IO exception
java.io.IOException: Cannot run program "E:\SPIN\jspin\jspin-examples\pan" (in 
directory "E:\SPIN\jspin\jspin-examples"): CreateProcess error=2, Íå

it's a result of run dir on \jspin-exaples\
