Add links to github attachments in Jira #1266

Duplicate of #1205
Right now, when a github attachment is attached to a sync'ed bug, the comment on Jira does not contain an easy handle to the Pull Request. The comment looks like this:
To improve this experience and make it easy to navigate to the Github link, we would like to:
Add the link to the PR as part of the comment
If possible, have the PR attachments as remote links on the Jira ticket
