change-log does not exist in cover-letter when creating a branch from a sent series

I found out b4 will not add change-log in cover-letter after I create a branch from a sent series.

Is this because there is no change-log written to my patch?

Change log is showing for the sent patch series with version 2 or more..

I tried with this command on latest Linux source, and its working

b4 prep -n b4_test -F 20250311-solid-poetic-camel-77a29b@krzk-bin
