This problem is seen in every Debian or Debian based OS that uses synaptic.
I queried this at https://forums.debian.net/viewtopic.php?t=164011 and also opened a bug at launchpad

It seems to be an old bug but no one noticed!
The problem also exists in Ubuntu 22.04 Jammy

It certainly was not present during all of Ubuntu 22.04 Jammy as I am certain I was still using the screenshot utility in synaptic earlier this year when already on 24.04.
Unfortunately, of course, I have no way to prove that so you'll either have to believe or disbelieve me.

screenshots.debian.net is not serving content over HTTP. Either it will need to turn HTTP back on, or Synaptic needs to be patched to use the https URL.

I have just downloaded the deb package from your link and it works as it should in 24.04 without a problem.
Many thanks to whoever built this new version; I really missed the opportunity to view screenshots.
