File uploads fail frequently

Steps to reproduce

Use Take Photo, Take Video, or Upload from Device. Most of the time the upload works correctly, but often it fails.

Its worse when you use Take Photo or Take Video, since not only does the upload fail, the file is also lost.

This seems most prevalent when switching networks, such as between WiFi and cellular. I believe that when the connection is broken, the upload fails.

Solution is to implement resume/retry functionality such that when there is adequate connection, it will eventually work.

Expected behaviour

Every time you try to upload a file, it should upload successfully.

Actual behaviour

Uploads sometimes fail as detailed above.
