Figure out how to unify ugly multiple units

Volts vs mV and uV, etc.

We really need a way to just put a scaling factor on a unit so we can have integer seconds or femtoseconds or nanovolts as appropriate for a given measurement. But it might be nontrivial to get this deployed everywhere.
