stateChange never change and freeze on poweredOff #474

When im waiting for change state with bleno.on('stateChange') the state is always poweredOff.
debug:

bleno platform win32 +3ms
hci-usb reset +2ms
hci-usb write: 01030c00 +1ms
bleno stateChange poweredOff +2ms
