[nx-gradle] Affected by external version change

The feature should make nx affected / nx graph --affected commands "see" as affected those gradle modules that use variables for versions of the dependencies from either a build.gradle variable or from a gradle catalog.

More precisely, whenever you change a version in the gradle catalog or in the gradle variable, all modules that use that variable should be considered as affected.
