Create TPM 2.0 credential using ECC

Relating to #1158, this issue is for creating a TPM 2.0 credential using ECC. Currently, there is some scaffolding done in ProvisionUtils, but will require rewriting for ECC-specific handling, as well as accompanying unit tests.
