Native Template Literals Proposal

This is probably better for the htl or stdlib repos, but neither of those have discussions and this isn't really an issue.

Justin Fagnani from the Lit crew has written up a proposal for A declarative JavaScript templating API, which is essentially suggestion for the html template literal function to be made native functionality.

I had asked in their Discord if anyone from Observable, such as @mbostock, was aware of the proposal to potentially weigh in. After working through the Plot documentation, referencing htl/stdlib and seeing the similarities I thought it'd be a worthwhile joint effort.
