Make the non-covid beds visible in CARE #87

In the care dashboard,

in individual facility table, Please show NON-COVID beds
In district aggregate, the first row shows just the bed type, Please mention if it's total bed type numbers.
Also add a row for non-covid bed types in district aggregate
