[Bug] Codex global agents.md is not brought in when used with omnigent

Description

Codex is launched with isolated $CODEX_HOME. config.toml is brought in but not AGENTS.md or AGENTS.override.md
in short, if you start using codex with omnigent, your global prompt will not be brought in.

Steps to reproduce

1. Have an AGENTS.md in your $CODEX_HOME (e.g: ~/.codex/AGENTS.md) with instructions.
2. Use codex with omnigent
3. Notice AGENTS.md instructions are not respected.
