create descriptors for ooni tests. #173
Description
Here are a few items of note.
- We need to allow the admin email to be able to create links that include tests other than web_connectivity (p0)
- Ensure the descriptors created by this email are in the proper link address space (<10000) (p1)
- The icons used in the OONI are not available on the icon picker. (p0)
- Websites suite has to be created with no URLs which would allow the country test list / url priority to work on the app. The current dashboard doesnt allow a descriptor to be create without any URLs. (p0)
Items marked as p0 are required to ensure the links created can run as desired on mobile.
