[GH Request] Rename tutor-contrib-notifications

Requested Change

We need to rename tutor-contrib-notifications to tutor-contrib-platform-notifications due to a naming conflict that arose between when we started the project and when we went to release.

We need to:

• Rename the repo, update the CI
• Wait for the code renaming of the plugin etc to be completed by @farhaanbukhsh
• Update release workflows, bump the version
• Confirm that releasing to PyPI works as expected

Reasoning

We don't want to have confusing name collisions any more than we already do. This package is temporary and should be removed in Verawood since the feature will be on by default at that point.

This is done, but cannot be confirmed until Ulmo is released due to package version restrictions on the tutor plugin. We will have to confirm it and fix forward anyway, so I'm going to close this now.
