style: update code to use Typescript as type checker

Description

This PR replaces PropTypes with TypeScript to improve type checking in the frontend code. The reasoning behind this change is that PropTypes was marked as deprecated in 2015 and was fully removed in React 19. As a replacement, React and Open edX (OEP-67) recommend using TypeScript.

What this PR does:

• Installs TypeScript as a dev dependency and creates the configuration file.
• Replaces existing .js[x] files with .ts[x] versions.
• Introduces a shared types file.
• Introduces a constants file for shared, immutable values used across the plugin.
• Parse API response to camel case.

What this PR does not do:

• Change or replace logic.
• Change or replace UI components.
