Zooming to top of PanZoomBar has a deadspot at the top. #1180

When dragging the zoom bar to the top of the PanZoomBar widget, if you drag right to the top, there is no event generated and so no zooming on the map.

If I drag to the top notch, then zooming works fine.

Please could you fix this, or advise on what I need to do to fix this.

Version of Openlayers being used: 2.1-rc2

2.1-rc2 are you sure that is correct? That's an ancient version.

Yes, this is what I see at the top of the OpenLayers.js file we use:

var OpenLayers={VERSION_NUMBER:"Release 2.12"...

Also, this problem can be seen in the Map Controls Example.
