The additional lines are for tempest:

git+https://opendev.org/openstack/tempest.git#egg=tempest;python_version>='3.6'
tempest;python_version<'3.6'

Either we need to find a way to handle custom requirements (maybe via an 'extra-requirements.txt' or something) or change the tools to handle these extra requirements.
