Hamburg speed test fails because invalid NeTEx data is validated more strictly #6430

The speed test in Hamburg started to fail because a scheduled stop point referred to a stop that cannot be found: https://github.com/opentripplanner/OpenTripPlanner/actions/runs/13155367784/job/36711185550

This is after I merged #6397 which made the validation more strict.

Since Hamburg is not actually using NeTEx anymore, I will disable this speed test.

@bas-hbt @2martens If you want the speed test to continue, please contribute a solution.
