I manually installed openssl@3 with a following steps.. maybe this could be helpful to someone.
(Ensure that the manual build is okay.)

First, install openssl@3 with debug option;
brew install --verbose --debug openssl@3

Even though errors occur just ignore them and finish the installation.

Then, download the source code and manually install:
(you must set $HOMEBREW_DIR)
./Configure --prefix=$HOMEBREW_DIR/Cellar/openssl@3/3.1.0 --openssldir=$HOMEBREW_DIR/etc/openssl@3 --libdir=$HOMEBREW_DIR/lib/

make -j8 && make install

Faced a similar issue. perl-IPC-Cmd should be installed along with Perl core distribution. However, this would help anyway.

yum install perl-IPC-Cmd

This worked great! But for others encountering this: you also need to run brew link openssl@3 after the make.

I have this issue as well. I installed perl locally to and from homebrew, but it looked like OpenSSL did not use those libraries, but instead only the ones outside homebrew (system defaults). I even attempted setting PERL5LIB env variable, but it is not picked up.

I do not have root to this system. For me ExtUtils/Command.pm was missing from my system:

/usr/bin/perl -E 'say for @INC' | xargs -I _ find _ -name 'Command.pm'

It is however present in my brew installed perl.

Seems to me the fix is to use brew's perl if present, and perhaps even have it as a dependency.
