Description of issue

i run and use homebrew on a variety of platforms and architectures. and often have to make local changes to a formula to get it to build and install for a particular os and architecture. something i've noticed is if i edit a local homebrew-core formula file or even a formula within a homebrew tap other than core, i have to use the below command to get homebrew to use the formula file i've edited locally.

brew install ./path/to/formula.rb

where as if i just run

brew intall formula.rb

i believe brew just attempts to install the formula without using the formula file i've edited locally. is there environment variable i can set to always have brew use path to local file as opposed to the default repo definition ie. the later example i provided above?

so that when i run brew install formula.rb it attempts to build and install the formula with the local changes i've made?
