Description of issue

As per the Title. Not sure if Catalina-related issues are still looked at by the community/maintainers (I know with the last Ruby updates, the bare minimum version for even compiling formula has bumped to at least Sierra, since I think I hit one of the last El Capitan Ruby bottle errors).

In any case, libavif is not able to update to v1.2. The failure reports the last 15 logfile lines as:

I can't see anything else relevant in the log file (there are only a few preceding lines with things like successful checks for AOM being present and so on.

Is there by chance a similar known issue with librsvg? It showed up as an "unlinked" formula warning in my brew doctor output because it was in the middle of updating - but that update also failed. If known already, cool. If not, I can start a new issue.
